What is a Puppy Mill?

There may be no 'legal' definition to the words puppy mill but there are definitions for both puppy and mill. 

Simply put - to mill is to move in a circular pattern (comes from cattle milling and the grinding of grains), meaning the cycle is never broken it is continuous. To apply it to animal breeding it means that the breeding is continuous. And lets face it a commercial dog farm is at its heart, the continuous breeding of dogs until they die or are discarded. 

A reputable breeder will not be breeding the same female year after year after year and would therefore not fit the definition of a mill because the breeding pattern has been broken.
